Chinese telecommunication sector is fully integrated into the global supply chain. Among the multinational companies supplied by Chinese telecoms are Alcatel-Lucent and Ericsson, who both produce and sell in the U.S. market. As a result, it is practically impossible to turn away from “Made in China” products. Rather than officially boycott Chinese telecom products or engage in protectionism, the United States could mitigate security threats by adopting an inspection system similar to the United Kingdom’s.

Often, enterprises expose themselves to cyber and IT risk during the sourcing and supplier selection process when they fail to conduct proper due diligence on a prospective supplier and that supplier happens to be compromised. Other times, business units or users will insist that the buyer selects a particular supplier, service, or part – either because they have already designed the product and it is now mission-critical, or the supplier is the sole source of the commodity and there is no other option. One can envision other, more nefarious ways in which malware or a “bugged” component ends up in an enterprise’s supply chain.

Le cadre légal et réglementaire se durcissant, les entreprises portant des activités critiques, OIV(1) en première ligne, sont désormais enjointes à mettre en place une véritable stratégie de cyberdéfense, se voulant à la fois homogène, cohérente et proportionnée aux risques identifiés. Parmi le panel de mesures organisationnelles et techniques à implémenter conformément aux objectifs fixés, la cybersurveillance, qui constitue l’une des clés de voûte du dispositif de lutte contre la cybercriminalité, est cependant susceptible de se heurter aux restrictions liées à la « privacy », préservation de la vie privée oblige. A l’échelle du territoire national et notamment de l’espace public, le simple dilemme, induit par la dualité « sécurité nationale » versus « libertés individuelles », « état d’urgence » opposé à « Etat de droit », peut devenir cas de conscience, au regard de finalités de traitement susceptibles d’être à géométrie variable.
